Japan’s Rigid Hiring System has Made an Army of Ex-Underemployed Ex-Housewives

According to researches, 60% of women leave their jobs after the birth of their first child, as in the tradition of Japan, it is seen as a privilege to support the family by her husband’s income.

There is a huge population of hard-working and educated women in Japan that can uplift the economy of Japan and can be quite helpful for its development. Still, Japan’s rigid hiring policy and dominance have made it difficult for young women to participate in the country’s development. Even though Japan had made a deadline to increase the number of women in leadership roles in 2021, unfortunately, it failed to meet its goals and was not even close to the target.

If we look deeply at the statistics, there is only one woman out of ten in Japan’s parliament, while just 15 percent of private-sector roles are given to women. These statistics show that Japan doesn’t reflect this slogan ‘Japan in which women can shine. The former prime minister of Japan, Mr. Abe, still believes and claims that his policy has successfully met its target of empowering women. But according to critics, the policy was made to meet the needs of workers in the firms instead of creating social change.

To make a good change, the government of Japan has launched many campaigns to make sure that every company must have one woman executive. However, they are not being paid financial incentives as they are being paid to men. The authentic reports say that the salaries of Japanese women are 40 percent lower than Japanese men. “If you want to go back to work, you’ll have to look for a job at a supermarket – somewhere a student would get a part-time job,” says Yumiko Suzuki, who works as a career consultant at Warc Agent.

The story of Ms. Suzuki is the same as many other Japanese women. She also left her full-time job to become a housewife. Just like other women of Japan, she worked hard, the same as her male friends. She met her husband in the same company she was working in, and then the both of them realized that if they want to start a family, one of them would have to end his or her career. In 2006, she left her career to raise her child, and after seven years, when she applied for rejoining, a shock was waiting for her. She was unable to get an interview because her time at home seen to be ‘blank.’

To rejoin her career, she had to get three professional certificates, and now she is helping other Japanese women to restart their careers.

The real problem behind this trend of jobs in women is the rigid hiring system of Japan. The hiring system was built after World War Two. Big companies still believe in seniority-based evolution systems and look down upon those CVs that have experience gaps.

“These new companies are trying to tap into the talent pool, not just women but also older workers. There are not enough people to do the jobs that need to be done, so if you refuse to change – you would lose in that war for talent,” says Kathi Matsui, who introduced the term Womenomics.

Synthia Usui, the country manager in LOF hotels, says, “I don’t think companies have a choice. You will have to have a team that is as diverse as the one we have to succeed.” she adds, “I would like to say to the government: you should be spending the same amount of money on the women who have been housewives and are trying to get back to work.”
