Signing of Libyan Political Agreement in Morocco

Libyan rival parties on Thursday , December 17 , 2015 signed in Skhirat, Morocco, the “Libyan political agreement” to bring the country out of the crisis that broke out three years ago.

The agreement was signed by representatives of all parties taking part in the inter-Libyan dialogue, held under the aegis of the UN support mission in Libya, mainly the Tobrouk agreement (recognized by the international community), the National General Congress, called the Tripoli parliament, independent figures and representatives of the civil society.

The ceremony was held in the presence of UN envoy, head of the United Nations support mission in Libya, Martin Kobler, Moroccan minister of foreign affairs and cooperation Salaheddine Mezouar and Spanish, Italian, Tunisia, Qatari and Turkish foreign ministers as well as several foreign ambassadors.

”The agreement will help set up legitimate institutions for a prosperous and united Libya and with large representation of various stakeholders who showed commitment to a new transition with courage, perseverance and determination,” said Martin Kobler.

The UN envoy also called for breaking with past methods and with violence, highlighting the importance of inclusion and openness to manage the new stage.

”The international community will continue to support Libya and the new government which should first of all fight terrorism and restore peace and security in the country,” he went on.

 ”A new stage is open for the Libyans”,  concluded  Kobler who warmly thanked Morocco for efforts to host and facilitate these discussions .

 Morocco had hosted several UN-sponsored rounds of talks. Since the beginning of this process , the Kingdom has spared no effort to use its diplomatic and intelligence capabilities  to bring peace, ensure security  and fight against all forms of extremism in Libya.

The agreement was saluted by U.N. Secretary-General Ban Ki-moon who called the ceremony a “historic signing and  a critical step in continuing Libya’s post-revolution transition after months of turmoil and uncertainty.”

In Washington, State Department spokesman John Kirby also welcomed the deal, saying it “provides the framework for establishing a unified Libyan government of national accord.”
