A Cuban television program, state-run like all others in the communist country, has warned against responding to protests on the island with “repression,” in a rare departure from the official media line.

In a country where dissent is repressed, the Con filo (top) program called on “public servants” to instead negotiate with Cubans protesting disruptive power outages.

Authorities should “speak to people, with transparency and sensitivity, without fear or restraint,” host Michel Torres said late Thursday, calling for “no repression and lots of dialogue.”

While protests are rare in Cuba, dozens of demonstrations against power outages, which can last up to 12 hours, have taken place almost daily in recent weeks.

The cuts are caused by power generation failures and maintenance work on thermoelectric plants.

Around 1,300 people were arrested after spontaneous and unprecedented protests against poverty and a lack of civil liberties in the one-party state erupted across the country in July 2021.

Since then, hundreds of detainees, including minors, have been sentenced to prison terms, some of them long, for crimes such as “disturbing public order”, “contempt” or “incitement to hatred”.
