Texas lawmakers on Sunday criticized law enforcement’s slow response to the Uvalde shooting in which a gunman killed 19 children and two teachers, saying more decisive action could have saved lives.

A total of 376 officers — border patrol agents, state police, city police, local sheriff’s departments and elite troops — responded to the May 24 massacre at Robb Elementary School, members of the southern US state’s House of Representatives said in a preliminary report.

But, according to lawmakers, the situation was “chaotic” because officers “were careless” in subduing the gunman.

73 minutes elapsed between the arrival of the first officers and the death of the gunner, an “unacceptably long period of time”.

“The leadership gap may have contributed to the loss of life,” the report said.

While the report acknowledged that most of the victims likely died immediately after the initial gunfire, some died while being transported to the hospital.

“It is plausible that some victims would have survived had they not had to wait an additional 73 minutes for rescue,” the report said.

According to the text, which does not charge specific police teams over others, law enforcement officers “have failed in their active marksman training and have failed to prioritize saving the lives of innocent victims over their own safety.”

Texas Public Safety Chief Steve McCraw has previously described the police response to the attack as a “pathetic failure” and directed most of his criticism at Uvalde School District Police Chief Pete Arredondo.

Arredondo, who was suspended pending the outcome of the investigation, “failed to assume his preassigned responsibility for command of the incident” and made analytical errors because he did not have all the required information, Texas lawmakers said.

But no other officials offered to help or replace him, the report said. “There was an overall lax approach from law enforcement on the ground.”

“The scene was chaotic with no one person apparently responsible or directing the law enforcement response.”

Lawmakers presented their findings to victims’ families, who for weeks have denounced a lack of transparency by authorities over the shooting and accused them of trying to cover up police failures in the case.

Public criticism of Texas authorities increased last week after the release of security camera videos obtained by local media.

The footage shows the gunman arriving at Robb Elementary School with a semi-automatic rifle and the officers’ long wait in the hallway before eventually breaching the classroom where the gunman was hiding.
