The heads of MI5 and the Federal Bureau of Investigation warned of China’s economic espionage in the West in a rare joint address at the London headquarters of British intelligence on Wednesday.

Speaking to an audience of officials and businesspeople at Thames House, Ken McCallum, Director-General of MI5, and Chris Wray, Director of the FBI, said the threat from Chinese spies in both countries is paramount and growing.

McCallum said MI5, Britain’s domestic intelligence agency, has greatly expanded its China-focused operations.

“Today we are conducting seven times as many investigations as we did in 2018,” he said.

“We plan to grow that strong again while also making significant efforts against Russian and Iranian covert threats.”

He said Chinese intelligence has taken a slow and patient approach to developing sources and gaining access to information, and few of the targets have identified themselves as such.

“There is hostile activity taking place on British soil right now,” he said.

“In volume terms, most of what is threatened by Chinese Communist Party aggression is, so to speak, not my business. It’s yours — the world-leading expertise, technology, research and commercial advantage developed and held by people in this space and others like you,” he said.

Wray said China’s threat is a “complex, enduring and pervasive danger” to both the United States and Britain and other allies.

China is “out to steal your technology, whatever drives your industry, and use it to undermine your business and dominate your market,” Wray said.

The two also warned that a Chinese invasion of Taiwan, which Beijing sees as a breakaway province, would mean massive disruption to global trade and industry.

They urged companies to remain vigilant and report potential threats.

“The Chinese Communist Party is interested in our democracy, media and legal systems. Not to emulate them, unfortunately, but to use them to their advantage,” McCallum said.
